Moscow Agglomeration Development Concept

There is something paradoxical about the idea of "expanding" Moscow. The city is, in many ways, already far more substantial than what registers on any census or map - the population within the MKAD is likely 40% greater than estimates, the traffic problems are substantially worse than what is recorded, and construction activity outside the city's borders has long overtaken that within the city itself.

This project, therefore, is not the planning of an urban expansion, but more a retroactive correction of an expansion that has already taken place: a recognition that the challenges facing "Greater Moscow" involve a much larger area than the newly included Southwest territories.
